S.E. il Duca D. Diego de Vargas Machuca, Conte di Urgel, Presidente della Commissione d'Italia and S.E. D. Carlos Abella e Ramallo, già Ambasciatore di Spagna alla Santa Sede, Gentiluomo di Sua Santità have been promoted to Bailiffs Grand Crosses of Justice.

HE D. Carlos Abascal Carranza, Grand Cross of Merit and formerly Minister of Labour in the Mexican government, has been appointed Minister for the Interior. Minister Abascal was invested in Madrid along with the Cardinal Archbishop of Mexico, in 2002.
